I haven't tried ANPR, but may well do at my next house. Do you think it would be worth using a camera with a narrower field of view ? That would give a bit of zoom, and would mean you didn't need to mask the image so much. My Ertech camera is varifocal, and it has screws to manually adjust zoom and...
