Is this image sensor failure or something else? Restarting the camera fixes it for a while, but the camera eventually goes back to this.

Image Sensor Failure?
I'm using BlueIris and my cameras are randomly starting to look like the attached picture.
Is this image sensor failure or something else? Restarting the camera fixes it for a while, but the camera eventually goes back to this.
