Blue Iris's network IP camera configuration panel has a lot of ways to do the same thing and this causes a lot of ambiguity. The way I would recommend to configure that cam is this: (untested because the URL wasn't working when I wrote this)

None of the high-end Ryzen CPUs offer hardware-accelerated video decoding/encoding. Only the low-end models. I have trouble imagining why someone would buy one of those for Blue Iris when an equivalent Intel system with Quick Sync could be had for a lot less money from ebay.
