Found the answer. Under Cameras tab, Video during Remote Desktop. Changed it to unrestricted. And yes, I was using remote desktop for the server.

Thanks for the reply. Under the Cameras tab I disabled/enabled, and changed fps with no change.

Addtional info. Clips play ok. Live video ok when viewed with remote browser. It appears only live view on the server.

Seems like 1 frame every few seconds. 64gb, dual cpu 24 core XEON with Nvidia Quadro P400. VLC plays stream nicely. CPU is 3%, memory is 10%, Played around with HA with no change.
Ideas?
