I don't think you need two DHCP servers. When i've run across clients that are using a ISP provided modem/router and for whatever reason want to put another router behind the first, i just put the modem in a bridged mode. Nice thing about using a computer is that it's flexible. You can simply add hard drives to expand space. Windows doesn't crash much but it can happen.
