Update: I figured out that it was the Receive Buffer settings in the cam itself (I had it initially set to 7MB and dipped it down to 2MB) Looks a lot more stable, however if the camera smoothly pans (via joystick) past a large building or lots of elements, I'm still getting down to 10FPS or so.
