Heard back from SV3C support. Camera is limited to 15 FPS. I set FPS/Key on camera to 12/12.
Issue resolved, now BI reports FPS/Key = 12.xx/1.00.
Would have preferred FPS 15, but that's the camera's limitation.

Set FPS & Key to 15 ... no change ... getting same 12.xx/0.12 ... sent SV3c support an email.
