Jennov POE PTZ camera

I have a Jennov POE PTZ 30X (P87HM85-30X-EAS) camera. When i look at it in BI, it will appear dull and fuzzy. If I click into it, it will clear. If I look at it through it's own UI, it is clear. If I look at it using the BI UI, it stays dull and blurry. I have 2 other of the same cameras and they both are clear and I checked all the settings and all appear the same. Can someone recommend what might be the issue and how to fix.

Addendum. I deleted and re-added it and now when I go to the UI, it starts fuzzy and then corrects like the BI interface. Can someone tell me why?

Are you referring to the camera image on the all camera view or the single camera view as the all camera view is using the substream, and the single camera view uses the main stream, so I would expect there to be a difference in the image quality in the all camera view

Initially, it was blurry for both. After deleting and re-adding the camera, it is only the small window using the substream. Now when i select the one camera, it starts out blurry and then clears. I also noticed that if I go into the different camera's ui configuration, they are all set the same as well for main stream, substream and 3rd stream and all other settings.

The only difference I notice in the BI camera settings, is that the one that is fine has video/image format set to 3840x2160 and it is grayed out and unselectable. On the blurry one, it is 856x480 and Anamorphic is selected. If I change that to 3840x2160 and unselect anamorphic size and save, it reboots the camera twice and when I go back into settings, it is back to 856x480 and Anamorphic is selected.

All are set to 20fps.

Also, both cameras have the same firmware.

I think checking Anamorphic is required if substream and main stream have a different aspect ratio.

Blurry initial image may be due to a few things, in my experience: low bitrate for a high resolution camera; low i-frame rate; the camera is streaming in H.265 and transcoding is not keeping up (solution: change to H.264); a combination of those. After a while BI buffers and fills in enough data to create a clear image, but when you first start, it may not have the full image to display on the screen.
