FPS drops on Web every 2secs when console is closed and running as Service

Hello all,
I have a Blueiris server on version 5.9.9.21 running on windows 10 22h2 fully updated, Blueiris is running as windows service. Cameras are setup at max 15FPS and Blueiris says they are getting 15FPS and 1.00 key. Running Code Project for the AI.

Issue:
When accessing the web view on multiple different systems including on location and remote I am getting random frame drops every 2 seconds, the FPS goes up to 15 then drops to 2 then back up and back down for at least 15 mins then it stops but if I go to a different camera it does the same thing.

Things that I have tried:
Rebooting, updates, checking configs, checking switch config, etc

What seems to have fixed the issue:
I opened the console on the local server so it has the service running and the console up, the web view FPS are now a steady 15FPS no more ups and downs at all. Does anyone have any insite on why this is happening? Thank you.

Are you using H.265 or H.264 encoding?
Do you have Direct-to-wire enabled (H.264 only)?

Does the same happen in the BI console on the PC itself?
