I was using a 2023 version of Blue Iris and Pushover to receive notifications thanks to last year problem with Blue Iris App notifications.
Decided to buy an extended support plan to upgrade Blue Iris to latest version because i was willing to start using Code.AI and the Blue Iris Android App notifications, abandoning Pushover.
For my surprise my experience is exactly the same as travisk: some notifications are not sent to the Blue Iris Android App, some are received without image and some are received a long time (hours) after the movement was detected.
I cant believe this isnt fixed yet!!!
There is any news about a fix? Should i go back to Pushover?
if Pushover worked better, maybe it’s not worth the hassle. but if you really want to stick with BI, try setting push notifications to "high priority" and see if that helps
The one thing you can do to mitigate this issue until resolved is to use your carrier's SMS EMail Gateway.
So in the "On Alert" action set, create a new entry to send an SMS. Many cell carriers are already configured, if yours is not there online documentation or customer support should be able to get this for you (Google is your friend). I use a service that is a MVNO of T-Mobile called 'Helium' so I chose T-Mobile as my carrier and it works fine. See the image below for how I have mine configured.

Yep, just tried it again using creative commons URL images (not from my local server) and it worked fine. {{SHRUG}} Must have been a traversing loop in my network back to my web server. As long as my point got out. Thanks TimG.
This SMS was my workaround while the PUSH images gets worked out. I do want to point out though to anyone deploying this method [even though its obvious] - this will use your cellular DATA plan (when you are not connected to your home WiFi) so if you are on a limited data plan, please take this into consideration.
