Are you asking why you can't reach BI on the IOS app out side of your home network?

If so you probably do not have port forwarding setup for the BI PC. You need to turn on port forward for the BI pc IP address.

To add to Idle0095, (if you mean that you can't connect to BI when on cellular) the problem is more likely that you can't connect to BI from outside your home network.

For instance if you took your laptop to the local coffee house, you likely wouldn't be able to connect either.

The answer to that, as already stated is proper port forwarding.
