New user framerate questions

I'm changing to BI from iSpy and re-setting all of my cameras. In iSpy there is a setting for framerate when idle and when motion is detected it will burst the framerate to something much higher. Does BI have something like this? It looks like it might do that by default but I'm not sure.

Also, i'm on limited bandwidth. I understand I can do substreams on some of my cams but is there another way to conserve bandwidth? I'm not sure what settings conserve CPU but are still receiving video at 20+fps vs ones that actually limit the incoming speed (or is that ONLY set on the cameras).

I monitor 12 cams with most of them remote at properties, so the bandwidth issue is a big one for me. I have 4 Sumpple cams, a couple of Foscams, a h264 DVR stream via rtsp, and a TVT based on what was on sale at the time.
