Now with the HDD in the new pc, everything except login via android app works. If I connect the Blue Iris PC to my network via wifi router, rather than through the LAN on the P.O.E. switch. Everything (including android app) works as it should.
So what setting am I missing to be able to use the wired LAN connection via P.O.E. switch?
I've attached a diagram to make sure my explanation makes sence. Thanks in advance to anyone who can give me a hand with this.

I forgot to add in my diagram a hard wired connection between the wifi / router and the poe switch. As for ip's ill have to report back when I get home from work. Give me a few hours.

Got it... just had to log into my router and change the port fowarding ip address to the new one. All is working again.

Just in case you were unaware, port forwarding is the least secure method of remote access you can use. I'd recommend a VPN either through your router, which also requires your router to have a public IP and you'd need DDNS as well which some routers have free as well, or https://www.zerotier.com/ which can be installed on your server and should work without DDNS or a public IP and has a free tier, or NGROK which like zero tier should work without DDNS or a public IP and is free.

Please do yourself a big, big favour and do as @terk said. I can not emphasise that enough. If your router allows it, connect to it via VPN. If not, you can always set up a raspi inside of your network and put wireguard on it.

I don't know Wireguard, but I can see that it is a Raspi VPN. I personally use OpenVpn on my Asus router, but I think other forum members may be very interested in how to set Wireguard up with BI5. You may become popular rather quickly here
