I am running the Blue Iris 5 mobile app v3.0.29 on a Pixel 4a and Galaxy S8. I cannot enable Geofence on the S8 - although the app has location permissions, clicking on the Geofence radius 'Enable' button pops up a "Missing background location permission" error. Clicking on the 'GRANT PERMISSION" link does nothing and geofence will not enable.
According to https://developer.android.com/training/ ... background, the background location permission was introduced in Android 10, while the S8 is stuck on Android 9. Two similar reports are at https://blueirissoftware.com/forum/view ... 8469#p8469.
I have sent the details to the developer.

If support are unable to help, it may be worth trying to update the Android firmware to >9 with a third party mobile phone firmware. I have used Lineage OS (Formerly Cyanogen mod) on quite a few mobile phones and tablets over the years.
