OK, am I missing something here, or is it as simple as it looks ? Back to basics:
1. If
New and
Stored folders are on the same drive, you only need one of them as you are just wearing out your hard drives and wasting cpu cycles moving files between them. Use
New and
Stored only if you use more than one drive.
2. If a camera records directly to
Stored, and it will cut to a new file after one hour, then as it starts to record the new file, it will delete the old file as
Stored has a "Limit size" of
0GB for the OP.
3. Try setting "Limit size" to your maximum wanted folder size for the
Stored folder. OGB no good.

Even if you have 2 local drives “like what I have” you still don’t need to move things around between the drives, I have setup half my cams to record to 1 and the rest to the other. Just make sure you logically split the cams, so for example I have 2 driveway cam so I’ve set 1 cam to record to 1 drive, the 2nd to the other, this way if a drive dies then I still have 1 view of the driveway.
I’d only move stuff if I was archiving stuff stay to a NAS but then again it’s home CCTV footage so why would I want months of recordings archived away?
