I am not sure, I tried several things on my BI system, but it does not have a screen or keyboard, I use Windows Remote desktop to manage it which might limit some of the tests that I can perform, if I get time tomorrow I will connect a screen, keyboard & mouse to it and see if I can figure out anything for you.
Have you tried creating a new camera, it can be a duplicate of an existing camera to see if it behaves the same way, that might help determine if the problem is related to the camera configs or to the BI install!
Don't clone an existing camera, set it up from scratch!

I'm going to try the Group thing but if my regular desktop basic setup window don't work I dought that will.

I have a 2mp hikvision Ip bullet camera. I did an install when I clicked OK for the camera to come up nothing happened. I went to the Blue Iris Status screen and there was no camera listed.
Look I said before. On the main screen when I right click on a camera and try restart nothing happens.
When I go to camera setting on a camera either I go to the BI Status or Desktop Camera setting when I make a change and click ok nothing happens the camera does not restart.
I hope this answers the question.
I would like to know do you know how to do a complete uninstall and fresh reinstall of Blue Iris.
Also, How do I get the Download for my pro version and not the free limited version posted on the Blue Iris web site.

I wonder if it's a resolution issue with the black screen. Do you have another monitor you can temporarily plug in at the same time ? Extend desktop and see what happens.
Otherwise, can you show us your Blue Iris Status/ Cameras screen ? How much memory do you have ? I can see in the screengrab that it was using double what mine is using with a similar number of cameras.
BI5 download is the version at https://blueirissoftware.com/#download - Your licence key is required. A full re-install if something is corrupted would involve deleting the Blue Iris info from the registry

I want to make it clear what you are looking at is not my Blue Iris Server Desktop that is the Blue Iris Remote Desktop on another computer on home netwotk.

I am getting really confused now!
Do you have two copies of BI, one that is running the cameras and one that is just used for remote viewing/administration.
Or just one copy of BI and you are accessing the BI PC using the Windows Remote Desktop application.
Or are you just using UI3 to view the BI PC cameras using a web browser
