I'm no lawyer but where I live the issue is about does the person being recorded have a reasonable expectation of privacy.

People on the streets or in a store do not have a reasonable expectation of privacy.

Recording on a 1:1 phone conversation they might.

This is gonna differ the world over, what is acceptable in one country is probably not going to be the same in other countries. You would be better researching your own laws in your own country and region to get the right answer....as should you end up in court in years down the line 'someone in another country on a forum told me it was OK' is probably not going to get you off the hook!
