Unable to Add Cameras to Groups

I'm unable to add Cameras to Groups. I have attempted toggling the Limit to Camera Groups option in the User settings, which does not change the behavior.

The screenshot below shows what I'm experiencing, where there are no groups available to add to. How do I create a Group to add cameras to?

Thanks for the reply. I don't know if that was it, though. I was having this issue on 5.5.1.5. I was having some other issues and did a fresh install (deleting my registry entries & everything) and upgraded to 5.5.1.10. I now can add the groups from the camera window.
