I'm afraid that is very unclear. Can you answer a few questions:
1. Did you have BI5 working remotely and then something went wrong ?
2. Are you typing your IP address in Chrome on a pc on your home LAN, or remotely ?
3. Is your phone at home on your wifi, or working remotely.
4. Are you trying to view BI5 with the UI3 webpage ?

If you find that posting details of the problem in English is difficult, I speak French and will help if necessary. URL errors are the most common reason for a website to return the 403 Forbidden error. So in addition to TimG's questions, verify the following.
First, verify the camera WiFi IP address - you can use a free port scanner like Advanced Port Scanner or whatever utilities the mfr may have provided - Amcrest has an IP Config utility, as an example, that does the same thing. Enter that address into a browser and verify that you can log into the camera from there. The point is to verify the correct address of the camera first and if you still receive 403 error, let us know. Sign into Windows using the user account that was used when BI was installed. That account must have Administrative Rights. Launch the BI console - if you are prompted for a user name and password, it should default to local_console with a blank PW. Click OK and BI should launch with limited privileges. Global settings -> Startup tab -> OS section -> make sure the first two are enabled. Close BI then launch it again to make sure you are not prompted for a pw.

"Enable hTTP web server on port: 81" was not checked. My other problem is that in the login window when I put the password of my camera, another message says: no corresponding user / pw

Windows password, not camera password. See the Administration section of the help file on p 201
