iPhone 11 Push notifications - SOLVED!

I have an iPhone XR and BI app works great on it. My wife had a Samsung S20 and it was working great there as well.
Now my wife got a new iphone 11 and push notifications are not working at all.
Even the counter on the app that tells you how many motion alerts there are only shows the number when you open the app.
I have check all the settings for notifications and they are all enabled.
I put side by side my iphone with my wife's to make sure all the settings are identical, which they are, but for some reason no push notification from BI at all.
So far Blue Iris app is the only app that push notifications do not work.
I'm pretty savy when it comes to iphones and smart devices, but this one got me beat!
I have tried everything I know to check and it does not fixes it.
I have already sent an email ticket through the app itself to the dev to see if they can help.
Shame that I just paid money for this app, but it doesn't work properly. My wife loves the app and she enjoyed it very much on her Android.
But now that she's on apple, it's broken.
Any ideas or suggestions I can try?
Things have tried...
phone has been reset to factory settings
uninstalled/installed the app
made sure Do Not Disturb is disabled.
Focus is also disabled..was enabled from factory, but I disabled it just to make sure.
Made sure Notifications are all enabled for the app..here's a screenshot.
