Using BI v5.9.9.9 I have cameras all working without issue at 15fps. Viewing any of these individually in ui3 gives clear view with 15fps showing in "Server status" and CPU of around 5% with 46% memory.
If I call any one of these cameras to appear in an iframe using the supplied "cam1.htm" file (having changed to the appropriate short name), I can see the camera but it is very "jerky".
At the same time, viewing "All cameras" in ui3 on a PC (FF or Chrome) gives me 15fps, 2% CPU and 45% memory.
If I view a single camera in ui3 - the same one or different to the the one specified in cam1.htm - the frame rate drops to 5fps. As soon as I close the browser tab with the iframe, the fps shoots back up to 15fps on the single camera view. Several of these cameras are for nature observation so a 5fps rate makes them unwatchable!
Can anyone advise as to why this might happen and how I may over come it please?

I am having the same issue, and have been trying to figure it out for a long time. I also observe the frame rate drop any time I open a camera full screen with the main stream enabled in full stream. I only see this on 4K cameras; 4-6mp open fine and frame rate doesn't drop. I am experimenting with limiting bit rates on 4K cameras to prevent this, but doing that sort of defeats the purpose of having a 4K camera - to have better hi res image quality.
My 4K cameras all stream at 15 FPS. If I bring those up to 20 FPS, the frame drop issue becomes so severe that the cameras frame rate doesn't even come back after I exit the full screen mode.
The network is not the bottleneck (it is streaming at 80-90 Mbps from at my cameras on a gigabit LAN). The cameras and the BI server are on the same switch. The server is on the old side, i7-4790K, but it has 32Gb of ram and the CPU is never above 25% of use.
I googled this a lot, but didn't see anything that would help me with this issue. I keep trying this and that and the other.

Sounds like a similar, but different, problem. I have no trouble viewing full frame rates UNLESS a tab with the iframe / cam1.htm is open. If that is closed - am pleased to say no issues!
