Blue Iris

I've been using blue iris for a few years now, but I never really got it setup the way I want it.
I recently build a new NVR and did a fresh install.

My goal is to have all my cameras record at 5fps 24/7, and bump up to 30fps when motion is detected. Is this possible?

i was hoping for a helpful bit of information, or even being pointed in the right direction.

On your Camera settings goto the record tab you should have a box that says "Video" with a check mark in front of it, the box may say "When Triggered" at the moment, click the box and you will get a selection box with a number of options, pick either "Continuous sub + Alerts" or Continuous sub + Triggered" to get what you asked about, clicking the help button will be really useful at this point as it will explain this quite well without me having to retype it all here for you! You will have to do this for all of the cameras individually!

I don't think this can be done in BI, because the FPS rate is controlled by the camera. BI is just a client that receives whatever the camera sends.
If your camera allows switching frame rates using its own intelligence, BI will happily record it.
However, the question "why" comes to mind. If this is to preserve disk space, then there are other solutions, such as the recording options that BruceH mentioned, or removing / archiving substream files.

Yes you have to set the frame rate in the camera, just set the frame rate you want for the main and sub streams, and BI will record them as you have set! Continuous sub + Alerts will record the sub contiguously and the alerts will be recorded on the main frame rate etc.

True, if the OP sets up the substream to 5 fps and the main stream to 30 fps, then using continuous + triggered will do what the OP wants.
