UPnP & Port Forwarding

I recently switched ISP from XFinity to GloFiber. BI5 was running as a service at Windows Login. I was accessing BI5 remotely via the WAN Address:port url via a webrowser on one device and using the BI App on my iPhone. I just realized that I can no longer access BI5 remotely via Mobile App. For easy of initial setup, my PC has a reserved static IP Address, I turned on UPnP on my Router, I refreshed the BI5 LAN Address (it changes periodically anyway), ran the Wizard again, and I get Green Check marks all the way up to "Use UPnP to Automatically add this rule", which usually add the rule, but instead, I get "Is UPnP Enable?" I then turned UPnP Off on my router, manually set a TCP port forwarding port to a different port, and went back to the Wizard and didn't use the "Use UPnP to Automatically add this rule" and checked the block that says I can manually add the port forwarding rule (which I already did). I confirmed I can to BI5 using the LAN Address:port via a browser. However, the final check will not verify the IP or Server and fails. Nothing has changed since it last work. The ISP says they are blocking any port. I've double checked to ensure Blue Iris has permissions to pass through Firewall (Windows Defender). What am I missing?
EDIT: Ok, so it wasn't me! Contrary to what GloFiber states and what was found online regarding blocking of ports, their CGNAT network DOES in fact cause such issues. I finally called them on it and asked for a Public IP address. Once that was provisioned, and the ONT rebooted and new IP Addresses populated, everything worked as it should! I can now access BI5 remotely!
