Have you tried to do a restart of the BI server?
Can you access the UI3 web page from a browser on the BI server?

Maybe oranges and apples:
Today, access UI via chrome would connect and liveview OK, but alerts not, errors connecting to server.
Connected with edge (yuck) and all OK.
Completely removed chrome and then re-installed. Now OK
W10 connected over VPN.

Hhmm, Very similar situation here also. BI was working fine yesterday. Tried to open the console on the local server with no luck. I'm currently looking for logs so I can investigate. Just tried my second BI server, same issue.

Edit: I found that my synology was offline. Once I restart it BI UI opened. But,,, I would think the UI would have opened and then complained about the storage missing.
