App access works, web/wireless inop

Blue Iris v5.0.4.7 on Windows 7. I've run the remote access wizard a few times and it used to work, but access via a web page from home or another outside browser, even on a phone, will not connect.
The app connects quickly. On my phone, I have to be on my cell plan for the app to work. If I switch to wireless, whether on-site or remote, it won't work.
There is one spot in the wizard where it doesn't pass, but the firewall isn't controlled by me. It has worked in the past and the firewall hasn't been touched by IT.
Any suggestions would be appreciated.
