Latest BI5 update performance is terrible

I have 7 wired IP cameras on a full duplex CAT6 network.
I have a dedicated server that only has dual xeon e5 2620v3 CPU with usage of about 8% and 128GB of ECC ram of which 20% is used. I use two mirrored 1TB SSD drives for my BI install, data, databases, videos etc. I have followed all of the guides on optimization.
All of the cameras are made by SV3C. These cameras are designed to run at 30fps. When I log into the interface for each camera, I get the full frame rate without any stuttering or hangs.
When I use the BI interface, I get rates of 3-5 FPS on both the server head, recordings, the web interface. All of the camera settings have been autodetected by the BI5 software. At one point a few weeks ago, I was getting less than the max fps but acceptable levels of performance. Recently, I have seen significant degradation on frame rate . I need someone to help me understand how to diagnose this. Something is very wrong with whatever update was pushed out recently. Who can help with this?
